Good catch. Due to "!="'s speciality in make syntax, it shuold be
appearred after bsd.port.pre.mk where PORTSDIR is defined. I predefine
PORTSDIR in /etc/make.conf so your problem couldn't be reproduced here
in my jail.

Please try this.
